WHO SHOULD CONTROL FUNDRAISING AT THE UUCBV?

Who should make decisions about fund raisers by the church? It is an unwritten rule that approval needs to be given by the board.
Does this have to be?
The UUCBV Board will be asking this question at our next Board Meeting on July 14 at 6:30 PM.
A problem occurred when Nancy G suggested that we contribute to the BIIN Cares Emergency Fund to help families with a wage earner who has lost their job (or had their hours drastically reduced) due to COVID-19 and who DO Not qualify for federal assistance from the CARES Act due to their immigration status. We did not have time for the board to make a decision so advertised the collection as the Ministry for Social Justice and the Environment (MSJE) fundraiser. And we did really well - we donated over $3200 directly to the BIIN Cares Fund in less than 2 weeks.
So the question is -
What entity of the UUCBVB should supervise church donations and fundraising for outside groups that would complement our mission?
Should the Board be required to give its ok?
Can MSJE be responsible for this?
Should another group be responsible?
What guidelines should we follow?

It seems that most agree that if a specific UUCBV group has guidelines for asking church members for donations, then it would be ok for that group to do so within their network. Naturally, the group would need to identify themselves as the group asking for the special collection.
The MSJE has guidelines for SPLIT the PLATE Donations and we would tend to follow these guidelines for special collections.
In 2016, with our Developmental Minister, Rev. Aaron Stockwell, we made the transition from making small monthly monetary donations to various nonprofit organizations to focusing on one theme per year. As to who should make decisions about fundraisers, like most everything along these lines I think the answer has to be “it depends”. In this case it depends on who’s asking, on behalf of whom, and how the money will be used.
Fundraising covers a lot of territory. There’s internal and external, both in terms of who’s involved in the event and in terms of its beneficiaries, as well as how the fundraiser is promoted, internally and/or externally.

This is not just a word of mouth rumor, it is a Board Policy from 2011, see following emails. Fund raising appeals should be approved by the Board of Trustees before being announced. In the case of truly time urgent appeals do not wait for a monthly meeting but send to the Board President and they will do a Board poll by email to get a relatively quick response. Rob

Let me give a little historical perspective (to the best of my memory) about fund raising by entities of the UUCBV.
I have been a member of the UUWF since 2005 and its Treasurer since 2008. We were not considered a “part” of the Church until Camp Allen wanted assurance that we were insured for off- Church-site injuries in the last few years. We then asked to officially become part of the Church in order to be covered off premises by the Church’s insurance with no increase in the Church’s insurance cost.
The UUWF put on a fundraiser (usually once yearly) with a silent auction that was routinely approved by the Board. We solicited donations from the UUCB…
